In formulating this guide, numerous local pandemic flu plans were reviewed. Many LHDs have been working on the challenge of pandemic influenza long before the recent federal government guidance and support arrived. The plans surveyed displayed a diversity reflective of the range of areas from which they came. In particular, they varied in approach, organization and level of detail.
