The city of Dubuque, Iowa, was nominated to the 2005 ICMA Annual Awards Program for its lead-based paint hazard reduction program. The city implemented the program to improve the health and safety of its downtown housing stock. Important facets of the program include city inspections, community awareness, favorable loans to local homeowners and rental property owners, and community partnerships.
