The Iowa Department of Natural Resources (IDNR) prepared this interim model environmental covenant to implement institutional controls at sites addressed under the Iowa Land Recycling Program. The model interim environmental covenant conforms to requirements of the Uniform Environmental Covenants Act, which Iowa enacted in May of 2004. In drafting the interim model, IDNR did not include all of the permissive elements of environmental covenant. This year, IDNR intends to promulgate rules for implementing UECA. During the rulemaking process, IDNR will solicit public comment on policy issues, including whether additional discretionary provisions should be added to the interim model environmental covenant.
