This paper, which will be discussed and presented at the 6th Annual Conference on Public Administration, in Caberra Australia ( October 2010), looks into the differences and similarities between leaders in Japanese and American local governments.  By examining these findings, and considering relevant scholarly work, this paper seeks to demonstrate that their posited "Keypersonship" is a necessary component in improving public confidence in local government.
