The survey was conducted in the fall of 2011. Surveys were mailed to the city clerk in all local governments with a population of 2,500 and over and to those under 2,500 that are in ICMA’s database. A second survey was sent to non-respondents. The survey response rate was 41%. Survey respondents were provided with the following definitions to use in completing the survey.
