A community hotline in Qadis District in Afghanistan served as a monitoring and evaluation tool for the USAID-funded Stability in Key Areas-West (SIKA-West) program. A community member used the hotline to report that some beneficiaries of a vocational training program for women were not the most vulnerable members of the community. The call resulted in a review of selection criteria for the training. ICMA is a member of the SIKA-West team, headed by AECOM.
