This template, drafted by the Homeland Security Advisory Council, is designed to strengthen and expand existing efforts to create integrated homeland security plans. Intended to serve as a guide, the document presents a series of questions that can be used to develop plans adaptable enough to deal with terrorist attacks, no matter how unlikely or catastrophic, as well as all manner of natural disasters and other hazards.
