The USAID-funded Regional Afghan Municipalities Program for Urban Populations (RAMP UP) West encourages citizens to become more engaged in their communities. In Chaghcharan, RAMP UP helped establish the municipality's first Municipal Advisory Board, which allowed citizens to express their concerns in municipal affairs. ICMA was a part of the RAMP UP team.
