Smartphone apps have changed everyday life behavior and saved time.  No longer do we need to visit the ATM to check our balances or to memorize train schedules.  An app devoted to ethics could assist local government professionals avoid ethical pitfalls, provide them with advice, and monitor their progress towards goals.  This is just one resource that should be included in any ethics toolkit.  

Changing personal behavior is the start.  Local government professionals need to instill and promote that same ethical behavior in their organizations.  This article suggests an overall strategy on how to create that ethics-based organizational culture.
