As part of a USAID-funded project awarded to the Volunteers for Economic Growth Alliance, ICMA conducted a gap analysis of the regulatory and legal framework of local councils in two of Sri Lanka's northern districts. The purpose was to understand what needed to be improved in order to create an environment conducive to local economic development. ICMA was a member of a team headed by the International Executive Service Corps.
