Can you think of conduct that aligns with ethics laws (or laws in general) but could be a potential violation of the ICMA Code of Ethics?  Leaving a local government position without serving two years doesn't violate any laws but it could result in an ethics complaint.  Or how about talking to elected officials about a desired position when there is a person currently serving in that position?  Read some examples on how local government employees and officials simply obeyed the law but raised some ethics concerns.
