Seeking to improve their water distribution systems, the Cities of Westlake and Keller independently confirmed a need for an elevated water tank in the south and north of their respective cities.  Westlake was not independently able to afford the project, but combining resources saved each location $1 million.  The resulting tank was a feat of engineering and politics, but the resulting tank that has some amazing qualities.  It meets regulatory standards such that each municipality is accountable for its own water supply, and both communities receive the necessary water supply with the possibility of future growth.  The communities share maintenance costs, and between the two communities there are dramatic savings in costs.
