Most local governments are faced with the dilemma of deciding which public programs should receive funding and which ones should not. This article describes how ICMA has joined up with several other organizations to develop a process for policymakers to use in reviewing and judging the effectiveness of publicly-funded substance abuse and violence prevention programs.
