The City of DeLand sought a long-term sustainability plan.  City leadership was concerned that shorter 10 to 20-year plans did not allow for sufficient change in the mindsets of developers and citizens.  

The City chose a collaborative process with all branches of the city government as well as residents and citizens.  The result was not just a holistic plan, but a real desire on the parts of all involved to realize the outcomes.
