The City of Windsor Heights, IA created a citizen engagement program to help close a growing communication gap between the city and its residents as well as boost the number of volunteers. Through the use of e-mails, a weekly newsletter, an updated central Website, social networking sites, community coffee clubs and citizen surveys the city was able to meet their goals and increased the amount of citizen participation.
