The competitive service delivery assessment tool, as developed by the AFSCME Council 75, is a resource for managers to use when evaluating service delivery options. Level 1 provides a number of questions to ask about the current service and needs. Level 2 explores the feasibility of each potential option, while Level 3 vets feasible options against seven key areas, including law, risk and cost. Finally, Level 4 provides a costing model.
