Despite numerous resources for economic development, the city of Kirksville, Missouri, was in the unenviable position of being isolated from the highway. Located 30 miles from the nearest 4-lane highway, the city sought to become more accessible. This article describes Kirksville's efforts. Reprinted with permission of the Missouri Municipal Review.
