The Infrastructure Repair and Replacement Plan (IRRP) is a systematic, comprehensive and institutionalized
approach to addressing the failing infrastructure systems of the City of Walla Walla. Innovative use of cross-functional team members, public outreach, and a rate-based financing model that have made this program a unifying source of community reinvestment were used to accomplish the creation of the plan.
