Staff from the City of Tempe gave their city council 21 budget balancing strategies and asked them to rank each of the strategies according to priority. The policies were ranked on a scale of one to three, with a ranking of three being a must do and a ranking of one being the last thing to do. After the council examined and ranked the strategies, staff used this information to help develop its budget.
