Evanston, Illinois was once operated under two units of government, the city and the township. Through dialogue with the community it was realized that this method of leadership was not efficient and left room for error and failing communication. This document goes into depth about the problems the city faced and how the two units came together to create an efficient method of governance. The program has been nominated for the 2016 Local Government Excellence Awards in the category of Community Health & Safety (populations of 50,000 and greater).
