The City of Carrollton, TX celebrates 10 successful years as Managed Competition Practitioners. Leonard Martin, Carrollton City Manager said "over the last decade, I have been extremely proud of how our organization made difficult decisions to become competitive before economic calamity forced it upon us. We made painful decisions for the right reasons: to better serve our customers, the taxpayers who live and do business in Carrollton."
