This ordinance encourages homeowners to make their homes more energy efficient by installing energy efficient air conditioners, windows and insulation by requiring a homeowner to conduct an energy audit and disclosing that audit to a perspective buyer before selling a home. Requires that the audits must be conducted by a certified building performance analyst and that the building must receive its electricity from the Austin Electric Utility company. Defines the exemptions to the audits, disclosure requirements, enforcement, and penalties for breaking the ordinance.
