A year into the Iraq war the U.S. Army had to help the Iraqis rebuild their local governments. So the Army partnered with the City of Austin and trained more than 300 Army personnel about city administration. Staff from the City Manager’s Office, the Public Information Office, and the Human Resources Office taught the Army personnel about utilities management, public administration, elections, and economic development.
