This study outlines areas where the city of Seattle and King County, Washington, could cooperate to reduce expense while improving the quality of services. Summarizes selection criteria for services to be considered for partnering, outlines the potential advantages of partnering, and lists issues that will be further studied before commencing partnering agreements. Service areas studied include public access television, records storage, printing, animal control, and bulk mail services.
