This article explores the growing challenge facing municipalities who need to upgrade their infrastructure - whether it's bridges, dams, wastewater, or transit. Judging by the results of the 2005 report Card fro America's Infrastructure (published by the American Society of Civil Engineers), a growing number of municipalities are facing a large number of deteriorating structures essential to local government functioning. According to the author, greater involvement from the federal and state level of government will be required; it's not a burden taxpayers alone can shoulder.
