In an effort to create a better work environment for employees and a more productive system of government for residents, the City of Montgomery, OH, applied the HPO Business Model to their offices.  The city studied the HPO theory of three distinct phases of work and then tailored the third phase, the Networked Talent Model, to fit their specific needs. This helped generate a better work environment for all employees. These changes also helped improve the overall organizational capacity, individual employee skills, and quality of employee team work.
