This report was prepared to provide information to the Chambersburg Town Council in order to consider adoption of a storm sewer utility as a potential funding mechanism for the Borough of Chambersburg stormwater management program. In doing so, it is important to define stormwater management and associated regulations, stormwater management program needs, and the factors driving the need for a storm sewer utility.
