Until just a few years ago, the Lower Town neighborhood of the city of Paducah, Kentucky (26,000), was a popular spot for drug dealers and slumlords. Although it had good housing stock built between 1850 and 1930, property values were going down and the average annual income of this area near downtown Paducah was less than $10,000. By implementing a neighborhood plan based on input from neighborhood residents, the city has drawn artists to live and work in the neighborhood, and the area has experienced a complete facelift.
