Throughout the United States, cities and towns are exploring new ways of implementing environmentally friendly land use policies and programs. The Montgomery County Transfer of Development Rights Program enjoys a national reputation for innovative land use planning. Renowned for its protection of large farmland areas, this program serves as an example, of what can be accomplished when the integrity of the environment is protected. This article provides an analysis of the Montgomery County Program and offers recommendations for the program to reach its full potential.
