The city of Highland Park, Illinois, affordable housing program was nominated to the 2005 ICMA Annual Awards Program. This narrative describes the program as comprised of four mechanisms to increase the city's affordable housing stock: establishment of a housing trust fund, inclusionary zoning, a community land trust, and promotion of employer-assisted housing. Efforts have significantly increased the affordable housing stock in the community and increased level of funding available for future affordable housing developments.
