This document outlines the relationship of community groups in preferrential use of public recreation facilities. It acknowledges that the City doesn't provide everything and works out a points system to define the discounted rates organizations like sports leagues and clubs are offered as well as guidelines and procedures for how to reserve or book facilities. Criteria include number of residents served, percentage residents, volunteer contributions and other community benefits. In a nutshell this helps the city decide what community and sports groups get priority for fields and facilities and gives them standards for how that priority is determined.
