This is the 2010 nomination of Highland Park, Illinois, Lincolnshire, Illinois, Glencoe, Illinois, and Park Ridge Illinois' GIS Consortium program for the Community Partnership Award. City Manager David Limardi, Village Manager Robert Irvin, Village Manager Paul Harlow, and City Manager Jim Hock are credited with the development of this collaborative program to reduce the cost and risk of GIS in small-and-medium-sized communities. GIS technology helps communities contain operational costs, support decision-making, and communicate complex information. By these communities partnering together, they were able to increase the efficiency of service delivery in an extremely cost-effective manner. For example, in 2009 the GIS Consortium yielded a cost savings of $1.2 million.
