The City of Montgomery, Ohio is nominated for the 2006 ICMA Program Excellence Award for Strategic Leadership and Governance, for the City's "Taking Action to Reach Goals through Empowerment and Teamwork (TARGET0 program. The program is designed to intertwine High Peformance Organization (HPO) concepts with the City's organizational values.
