ICMA's Community Sustainability Award recognizes the innovative local government programs or processes that demonstrate creativity in balancing that community's social, economic, environmental, and cultural needs. In 2006, ICMA presented the award in the less-than-10,000 population category to the city of Windsor Heights, Iowa, and to City Administrator Marketa George Oliver for the "New Heights" Community Redevelopment and Promotion.
