ICMA's Community Sustainability Award recognizes the innovative local government programs or processes that demonstrate creativity in balancing that community's social, economic, environmental, and cultural needs. In 2006, ICMA presented the award in the 10,000-to-49,999 population category to the city of Mosman, New South Wales, Australia, and to Vivian H. R. May, general manager of the Mosman Council, for the Community Environmental Contract (CEC). The article and narrative describe the CEC as a collection of works to protect bushland, improve stormwater quality, and protect the water's of Sydney's famous harbor.
