ICMA's Award for Career Excellence in Honor of Mark E. Keane recognizes an outstanding local government administrator who has fostered representative democracy by enhancing the effectiveness of local government officials and by consistently initiating creative and successful programs. Candidates must have a minimum of ten years of executive, senior-level service to the profession. In 2004, ICMA presented the award to Jennifer D. Sparacino, city manager, Santa Clara, California. This article describes how Ms. Sparacino has effectively and creatively managed challenges of a growing, changing government--fostering collaboration among elected officials, staff, and residents; making prudent and strategic business decisions; creating an ethical culture; and committing to affordable housing for the community.
