ICMA's Excellence Award for Programs for the Disadvantaged in Memory of Carolyn Keane recognizes a local government that has enhanced the quality of life for the disadvantaged, including homeless citizens and people with AIDS. ICMA presented the 2003 award in the greater-than-50,000 category to the Columbus Consolidated Government, Georgia, City Manager Carmen Cavezza, and Deputy City Manager Isaiah Hugley.
