ICMA's Program Excellence Award for Citizen Involvement recognizes successful strategies designed to inform citizens about the local government services available to them and to include citizens in the process of community decision making. The awards concentrates on such areas as community consensus building and adult (non-student) citizenship education. In 2002, ICMA presented one of two of the awards in the greater-than-50,000 population category to Winnepeg, Manitoba, Canada, and Chief Administrative Officer Gail Stephens for the Provencher Bridges Project. This article describes how community input--in the form of a Project Advisory Committee--played a vital role in replacing a downtown bridge. Learn more about ICMA's Annual Awards program.
