ICMA's Program Excellence Award for Innovations in Local Government Management recognizes one or more local governments that have successfully applied the concepts of reinvention, reengineering, TQM, customization, or other cutting-edge organizational tool. In 2001, ICMA presented one of two awards in the 50,000-and-under population category to the city of Spruce Grove, Alberta, Canada, and City Manager Simon Farbrother for the city's success in changing the town council's role in governance and policy making. This article describes the city's pursuit of excellence--implementing performance measurement and skill development in an effort to transform itself internally into "The Organization of Choice," and externally into "The Community of Choice."
