On behalf of the National Association of County Administrators, I’m proud to announce the recipient of the 2026 David J. Krings County Administrator of the Year Award is Michele Lieberman, ICMA-CM, CPM, in recognition of her exemplary service and enduring contributions to county government and the county management profession.

With more than two decades of local government experience, Michele currently serves as county manager of Alachua County, Florida, having previously served as Alachua County attorney. Nominated by peers and colleagues, she was evaluated through a rigorous, peer‑driven review process and chosen for consistently embodying the values that defined the award’s namesake, David J. Krings—integrity, humility, professionalism, and service above self.

The County Administrator of the Year Award is a tribute to his enduring legacy. Throughout his distinguished career, Dave exemplified the highest ideals of public service and an unwavering commitment to community. He served as both ICMA president (2003–2004) and NACA president (1986–1987). His influence on county administration and local government continues to inspire generations of leaders.

County administration is at its best when it remains firmly focused on people—and Michele Lieberman exemplifies that standard every day. Through her leadership, integrity, and unwavering commitment to ethical public service, she has not only strengthened her organization but elevated the profession as a whole.

I have had the pleasure of collaborating with Michele through her leadership in advancing professional development across our associations, and I have seen firsthand her dedication to mentoring others and building strong, capable leaders.

This award is generously made possible by his wife, Christine, and their daughters. Amy Krings, one of his daughters, reflected on how much the award would mean to her father. 

“My dad took great pride in his profession. He cared deeply for his colleagues. My mom, sisters, and I remember him counseling his fellow administrators in good times and hard, as they navigated challenging decisions or opportunities. He would have been exceptionally honored and humbled to know that an award celebrating excellence in public service bears his name. Our family is sincerely grateful to ICMA and NACA for honoring his work and legacy in this meaningful way.”

The award, conferred by the NACA Executive Board, recognizes an outstanding county administrator whose service has been judged by peers as exemplary and impactful. The recipient embodies the values Dave held dear, serving as a beacon of leadership, mentorship, advocacy, ethics, expertise, and thought leadership. Nominees are evaluated on their consistent leadership in management associations, their dedication to mentoring peers and young professionals, advocacy for underprivileged populations, and their commitment to ethical public service. The award also honors those who have developed recognized expertise and advanced the profession through writing, research, and active participation in professional forums.

Tanya Ange, county administrator of Washington County, Oregon, NACA West Coast regional vice president, and ICMA past president, remarked,

“County government plays a critical role in strengthening communities, and our profession depends on leaders who are committed to integrity, ethical service, and putting people first. This award is an important way for us to recognize peers who exemplify those values—leaders who mentor others, uphold the ICMA Code of Ethics, and actively contribute to the advancement of county administration. As both an ICMA past president and a NACA board member, I believe it is essential that we continue to celebrate excellence within our profession and honor the individuals whose leadership elevates county government and inspires the next generation.”

The recipient of this distinguished award is invited to attend the ICMA Annual Conference, where the award ceremony will be held during the County Administrator Idea Exchange. The award includes a $1,500 scholarship to support ICMA Annual Conference attendance and continued professional engagement.

Eligibility for this prestigious honor requires a minimum of seven years of service as a county administrator/manager, with nominations accepted from peers and colleagues. The rigorous selection process ensures that the awardee truly reflects the spirit and memory of David J. Krings.
