Scott Andrews is the recreation supervisor for the city of Temple Terrace, Florida, and has been an ICMA member since 2007. He has worked for the city of Temple Terrace for the past nine years, first serving as a recreation leader, then a facility manager, and now as the recreation supervisor.  

Andrews earned a bachelor’s degree in business management from the University of Phoenix and received a master’s of public administration from Strayer University. He is currently pursuing a doctorate in organizational leadership from Argosy University.

Andrews has served on several committees, including the Florida City/County Management Association’s professional development and conference planning committees. He currently serves on ICMA’s Knowledge Network Advisory Board and participates in the ICMA Emerging Leaders Development Program.

Andrews values his role and the impact that it has on the community. “While parks and recreation may not be considered an essential service, my community places a very high value on quality of life. It takes a total team effort to make special events truly special. It is very difficult to attach a budget savings number to the power of making a difference in the lives of our community. Our goal is to create memorable experiences and change people’s lives. In my community, it starts in parks: coaching, connecting, and community.”

The ICMA Small Community scholarship in 2011 afforded Andrews an opportunity to attend the ICMA Annual Conference in Milwaukee, Wisconsin. “I got off the plane in Milwaukee to attend the ICMA conference in 2011 without knowing a single person within a three-state radius. By the end of the trip, I established relationships and sought out mentors that have been priceless to my professional growth. I challenge other young professionals to take themselves out of their comfort zone, so that they can reap the full rewards of networking.”

ICMA has truly provided me a platform to see the public sector through the eyes of a city manager, and not just a parks and recreation professional. This has enabled me to view my world in a different light, thus benefiting my department, city, and our residents.”
