Congratulations to the winter 2025 awardees of the Local Government Early Career Service Certificate! Launched in May 2019, this award recognizes graduating MPA/MPP students in good academic standing who have completed a major service project for a local government organization, or who have served on their ICMA Student Chapter board in an officer role for at least a year. Students are nominated by their ICMA Student Chapter faculty advisors or university professors for their outstanding demonstration of a strong commitment to local government.
Cristina Garrido | Virginia Tech
Cristina Garrido graduated in December 2025 with an MPA and a graduate certificate in public and nonprofit financial management from Virginia Tech. During her graduate studies, she partnered with Henrico County to analyze the economic impact of a $93 million redevelopment initiative that expanded affordable housing in the community. She will present this work alongside county staff at the Virginia Local Government Management Association’s 2026 Winter Conference. Cristina’s policy areas of interest include economic development, affordable housing, and public finance. She is passionate about serving her community and after graduation, she aspires to pursue a career in local government.'
Sarah Nissen | Hamline University
Sarah Nissen is graduating with an MPA from Hamline University in spring 2026, building on her bachelor’s degree in communication studies from St. Cloud State University. She founded and leads the Hamline ICMA Student Chapter and previously served as a management intern for the city of Plymouth. Sarah now works as an administrative program specialist for the city of Crystal, where she serves as staff liaison to both the Sustainability and Inclusion & Diversity Commissions. Her two major projects at the moment include leading Resilient Crystal 2035, Crystal’s first Climate Action Plan, and conducting an economic mobility study for Shoreview’s Community Center through ICMA's Economic Mobility and Opportunity student engagement grant. She plans to continue growing as a public sector leader, with long-term goals of serving as a city manager.
Caitriona Reiss | Creighton University
Caitriona Reiss graduated from Creighton University with a bachelor of arts degree in international relations. During her internship with the Metropolitan Utilities District in Omaha, she helped educate residents on new federal lead regulations and their implications for local water safety. By planning, executing, and evaluating a series of community events, she supported clear communication of updated EPA guidelines vital to the health and security of families across the metro area. She also contributed to outreach efforts and presentation materials that strengthened transparency between the utility and the public. In the near future, Caitriona plans to work in city planning, public utilities, or business development in Omaha, and later pursue an MPA.
