The ICMA Executive Board met in Fort Collins, Colorado, June 8-11, 2017, and took the following actions:

  • Selected Karen Pinkos, assistant city manager, El Cerrito, California, as ICMA’s 2017–2018 president-elect. Pinkos, who has over 20 years of experience in local government, will be installed as ICMA President at the conclusion of the annual conference in Baltimore. She was an ICMA Regional Vice President for the West Coast Region from 2008 to 2011.
  • Adopted an FY2018 budget (July 1, 2017 - June 30, 2018) with proposed revenues and expenses of approximately $30 million and the funding for one-time expenses totaling $273,889 from net assets. The FY 2018 budget, built on the foundation of ICMA’s newly adopted Strategic Plan, is effectively a breakeven budget that allows the association to live within its means while funding key programs and priorities. It reflects not only the work that ICMA does enterprise-wide, but also includes the resources required to focus on those strategies identified by the executive board as key priorities. Although the FY2018 budget is not anticipated to make an additional contribution to net assets, due to ICMA’s continued steadfast fiscal discipline, the association’s net asset balance is expected to be in excess of $8 million at the end of FY2018.
  • Debriefed on the regional nominating process for the selection of nominees for ICMA Regional Vice Presidents. Board members agreed to enhance their outreach efforts to encourage potential candidates for the board to submit their names for consideration. The board also will host a “What It Takes to be an ICMA Executive Board Member” session at the 2017 annual conference.
  • Approved proposed revisions to and reorganization of ICMA’s Practices for Effective Local Government Leadership.
  • Selected Tampa/Hillsborough County, Florida, as the site for ICMA’s 2025 annual conference and designated the West Coast Region for the 2026 annual conference.
  • Selected Alexander E. Briseño, San Antonio, Texas; Rodney S. Gould, Greenbrae, Califiornia; and David R. Mora, Salinas, California, as Distinguished Service Award recipients. The awards will be formally presented at the 2017 annual conference.
  • Approved the creation of an award to recognize communities for organizational achievements building or celebrating diversity and inclusiveness.
  • Received an update on ICMA’s performance management initiatives.
  • Confirmed the schedule and process for conducting the board’s and executive director’s evaluation at the October 2017 board meeting.
  • Approved Guideline revisions for Tenet 3 and Tenet 12 of ICMA’s Code of Ethics.
  • Voted to publicly censure Jack Schnirman, city manager of Long Beach, New York, and to bar him for life for conduct that violated Tenet 7 of the ICMA Code of Ethics.
