Approval of FY 2022 Budget

The board unanimously approved the association’s 2022 fiscal year budget. As financial challenges caused by the COVID-19 pandemic persist, the budget balances the continued need for effective and efficient resource management with the appropriate allocation of funding to advance important strategic initiatives and priorities of the association. Since risks and uncertainties remain high for the upcoming year, staff will continue to closely monitor actual results against the budget and implement course adjustments as needed.

Selection of ICMA’s 2021-2022 President-Elect

The board interviewed candidates and voted to select Jeff Towery, city manager, McMinnville, Oregon, to serve as ICMA’s 2021-2022 president-elect. Towery previously served on the executive board, 2014-2017. He will join ICMA’s six incoming regional vice presidents this September in Washington, D.C., for the board orientation, and will be inducted to serve as ICMA President at the 2022 ICMA Annual Conference in Columbus/Franklin County, Ohio

Introduction of ICMA’s Director of Global Engagement

ICMA’s Executive Director introduced Alexandre Bouche as ICMA’s first director of global engagement. Bouche was selected from a pool over 300 applicants and joined the association on May 17. He brings over 25 years of experience in international business development and global membership expansion.

Approval of Local Government Recognition

The board approved general management recognition for the local government of Pueblo County, Colorado.

Approval of Life Memberships

The board unanimously approved granting life membership to Jerene Watson and Richard I. Kerbel. The ICMA Constitution includes a provision that allows the board to confer Life membership to a Full Member who has retired from active service with a local government who, in the opinion of the executive board, has made an outstanding contribution to the development of the profession. 

Acceptance of Newly Amended Southeast Regional Nominating Protocol

For the first time since all U.S. states and international countries defined the geographic rotations and related criteria in 2012, a region has voted to change the criteria under its domain. The Southeast region is submitting this change to ICMA, which allows the non-CAO position to be held by any qualified nominee from any state in the Southeast region without geographic restrictions or any impact on vice president eligibility in subsequent years. The board reviewed the new regional protocol and confirmed that it complies with the ICMA Constitution and does not conflict with the stated goals regarding inclusion and diversity. 

Acceptance of Recommendations for Enhancing the Regional Nominating Process and 2022 Nominations and Elections Schedule

After reviewing feedback from members who served on the regional nominating committees to select vice presidents from each of ICMA’s six regions, the board approved a recommendation by staff to continue to conduct the interview process virtually in 2022, and to continue with the established evaluation criteria for the 2021-2022 nominations and elections process. 

Schedule/Locations of 2021-2022 Quarterly Board Meetings

The board directed staff to move forward with plans to hold all future 2021-2022 board meetings as fully in-person meetings and directed staff to coordinate with Mission Square Retirement (formerly ICMA-RC) to hold a joint meeting in February 2022. The board will hold its own quarterly meeting following the joint meeting with Mission Square Retirement’s Board of Directors.
