ICMA was saddened to learn of the death of honorary member and former ICMA staff member David S. Arnold on August 8 at age 93. Arnold served on the ICMA staff from 1949 until he retired in 1985, starting in Chicago and moving to Washington with the organization in 1967.

In retirement, he remained intensely interested in ICMA and the field of public administration. Just weeks before his death, he was on the phone with ICMA editors ironing out final queries about an article he wrote for the soon-to-be published 100th anniversary edition of Public Management (PM) magazine. The article captures his reflections about the three ICMA executive directors with whom he worked—Clarence E. Ridley, Orin F. Nolting, and Mark E. Keane.

During his long tenure at ICMA, Arnold served as editor-in-chief of the Municipal Management Series (the “Green Books”) and editor of Public Management magazine and The Municipal Year Book. He also wrote countless chapters and articles for ICMA’s books and other publications and contributions for scholarly journals.

One of his long-time colleagues was Dr. James M. Banovetz, professor emeritus at Northern Illinois University  (NIU) and editor of the ground-breaking ICMA text Managing the Modern City.

Said Banovetz: “He was . . . a “Giant of the Earth” in public administration. He knew and could speak knowledgeably about more public administration literature, thought, and development than most public administration professors I knew. He alone, almost single handedly, developed the basic literature on city management so crucial to the development of the high standards of integrity that have always marked the city management profession.”

In 1994, Arnold co-authored a book, Public Official Associations and State and Local Government: A Bridge Across One Hundred Years, with Jeremy F. Plant, professor of public policy and administration in the School of Public Affairs, Penn State Harrisburg. Plant said, “Dave was a person of great integrity and knowledge about our field, and he will be missed.”

In addition to his honorary membership in ICMA, Arnold was a member of Pi Alpha Alpha public administration honor society.
