New developers cannot afford to make mistakes, especially not in a market where construction costs are far beyond the appraised value the new housing unit will achieve. So when creating a successful emerging developer training program, a municipality needs to think about the full A-to-Z of where, why, and how of small scale development. Upon completion, participants will be able to think through the full A-to-Z of the creation of an emerging developer program so as to achieve all program participants building within months.
Presenter Emily Doerr has worked in Michigan in various community, economic, and housing development roles for 18 years. Most recently she served the State of Michigan as executive director of the State Land Bank Authority and left that role to assume the helm of Flint's Planning and Development Department. She has her MBA from Detroit Mercy, and has overseen growing the P&D Department from 28 to 45 people in 15 months, overseeing zoning, building permits and inspections, business licensing, HUD community development/housing, economic development, ARPA compliance, homelessness prevention, and environmental compliance.

Between the Inflation Reduction Act and the Bipartisan Infrastructure Law, we are experiencing the greatest federal investment in climate action in U.S. history. This session will cover the range of incentives, including tax credits, direct payments, competitive grants, and low-interest loans, to help local governments reach their climate goals, as well as innovative models for both financing and programming to deliver cost savings and clean energy to governments and communities.
Presenter Nikki Vandivort is a FUSE Corps executive fellow at the Cincinnati Office of Environment & Sustainability. She has 17 years of environmental and sustainability consulting experience, and holds an MBA and MPA from Presidio Graduate School, where she focused on the implementation of local Climate Action Plans. In her role as fellow, she has assisted with the production of a Clean Energy Solutions RFP for the city’s electricity load, made critical connections for program implementation as a member of the Cincinnati Green Bank Steering Committee, provides community education and outreach on building energy upgrade incentives and strategy, and achieved SolSmart Bronze designation (working toward Gold) for the city, making it easier for the community to go solar.
This year's conference themes, "Leading & Managing and Livability & Resilience" aim to facilitate breakthrough discussions and discoveries among leaders in local government. Take this opportunity to network with peers facing similar challenges as we build more resilient, equitable communities.
