COMMUNITY DEVELOPMENT DIRECTOR

DEFINITION
To organize and direct the City's community development and economic development activities, including redevelopment, planning, engineering, building, housing, and code enforcement; to develop, implement and evaluate goals, objectives, policies, and procedures related to these functions; and to provide highly complex and responsible professional, administrative, and technical assistance to the City Manager, City Council and commissions and act as a member of the City’s executive management team.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the City Manager.
Exercises direct and indirect supervision over professional, technical and clerical personnel.

EXAMPLES OF DUTIES
Typical duties may include but are not limited to the following:
• Direct and participate in the development and administration of the department budget; prepare cost estimates on special projects.

• Direct research and compilation of comprehensive reports for the City Council, City Manager and the general public.

• Plan, organize, direct, and evaluate the programs, services, and activities for the divisions responsible for developing and implementing the City's planning, engineering, building, and community improvement functions.

• Act as technical advisor to the City Council, Planning Commission, Architectural and Preservation Commission, and Traffic and Transportation Commission.

• Define, develop, and make recommended modifications to City policy and program objectives; represent and provide input from division heads in this process.

• Direct and participate in long-range planning for community development and public infrastructure, including development and implementation of the City's Capital Improvement Program.
• Supervise and guide the City Planner, City Engineer and Building Official in all activities related to their respective responsibilities. Establish performance expectations and ensure effective delivery of departmental services.

• Attend City Council and commission meetings as needed.

• Oversee the selection and work of professional consultants and contractors and the administration of related agreements, projects, schedules, and budgets.

• Manage and oversee personnel and administrative matters within the department and promote effective communication, coordination, and customer service.

• Assume Duties of a disaster worker in the event of a locally declared emergency.

• Perform related duties as assigned.

MINIMUM QUALIFICATIONS
Any combination of education and training demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:

Education: A Bachelor's Degree from an accredited college or university in the field of city or regional planning, civil engineering or a related field. A Master's Degree in a related field is desirable.

Experience: Six years of responsible professional experience in urban planning or engineering, including four years of management and supervision of technical management staff.

License and Certificate:
Possession of a valid California State Class C driver's license and satisfactory driving record at time of hire.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
• Principles and practices of municipal government and public administration.
• Organization, administration and operation of a municipal community development department.
• Principles and practices of urban and regional planning, including the development and implementation of a general plan.
• A variety of technical disciplines and procedures involved in planning, engineering, building and code enforcement.
• California land use, zoning and housing laws and regulations.
• Principles of historic preservation.
• Development review and permitting processes.
• California Environmental Quality Act (CEQA).
• California Building Standards Code and related building and safety regulations.
• Engineering principles applicable to land development and public infrastructure.
• Federal and state funding programs as related to affordable housing.
• Practices of private sector developers, lenders, and financial institutions as they relate to development.
• Budget development and administration.
• Principles of personnel management and employee development.

Ability to:
• Provide effective executive leadership to a multidisciplinary department with diverse functions, including planning, engineering, building and code enforcement.
• Direct the preparation of designs and plans, field studies, inspections, contract documents, and economic analyses.
• Establish, evaluate and implement administrative/operational policies, practices and procedures.
• Develop and administer a large and complex budget.
• Negotiate and administer a variety of agreements and contracts.
• Provide leadership and direction to staff.
• Develop and mentor professional and technical staff.
• Establish performance expectations and hold employees accountable for results.
• Make decisions when presented with information from a variety of disciplines.
• Facilitate meetings and discussions involving competing interests and viewpoints.
• Prepare and analyze complex reports of a general and technical nature.
• Communicate effectively and persuasively in both oral and written form.Establish and maintain effective working relationships with those contacted in the performance of required duties.
• Work effectively with a variety of community groups.
• Communicate clearly and effectively, both orally and in writing.
• Attend weekend and evening meetings.

PHYSICAL, MENTAL & ENVIRONMENTAL WORKING CONDITIONS
Consistent with standard office environment; ability to sit or stand for prolonged periods; operate office equipment; lift up to 15 pounds; and travel between locations as needed.

Ability to operate computer, calculator, telephone and portable radio.

Ability to understand and respond to the public's and staff's requests for assistance both on the phone and in person.

Ability to prepare detailed narrative reports, perform complex numerical analyses and sort/file documents.

Ability to sit for up to two hours at a time.

Ability to inspect public works projects such as trenches, road pavings, sewers, water line and storm drains while under construction, in a state of disrepair of flood.

Ability to lift up to 15 pounds.

Ability to get from one location to another in the course of doing business.

Ability to make oral presentations.
