Assistant City Manager

The City of South Lake Tahoe is seeking an accomplished and collaborative Assistant City Manager to help lead City operations and advance the City Council’s strategic priorities.
This executive-level position assists the City Manager in directing and coordinating City operations, leading assigned service areas and special projects, developing policies and programs, managing complex budgets, and building partnerships with the community and other governmental agencies. The position also provides oversight and support for functions within the City Manager Department and may act as City Manager in the City Manager’s absence.
The ideal candidate is an experienced municipal leader with strong leadership, management, communication, public speaking, budget, and administration skills. A bachelor’s degree in public administration, business administration, or a related field is required; a master’s degree is desirable. Required experience includes ten years of progressively responsible municipal government experience, with at least five years in management and supervisory roles.
What You’ll Do:
As Assistant City Manager, you will provide executive-level leadership for assigned City functions, services, and strategic initiatives. You will:
• Direct and coordinate assigned City departments, programs, services, and management staff.
• Develop and implement City goals, priorities, policies, procedures, work plans, and service-delivery improvements.
• Establish appropriate service and staffing levels; evaluate operations, organizational structures, workloads, and resource needs.
• Oversee complex budgets, financial forecasts, expenditures, staffing, and resource allocation; assist with development and presentation of the City’s annual budget.
• Lead special projects, organizational reviews, operational studies, and analyses; prepare recommendations and reports for the City Manager and City Council.
• Coordinate City Manager’s Office activities with City departments, boards and commissions, regional partners, public agencies, and community stakeholders.
• Provide staff support and presentations to the City Manager, City Council, boards, commissions, and community organizations.
• Support and assist the City’s Public Information Officer who oversees City communications, media relations, and public-information activities.
• Serve as Acting City Manager when assigned, including oversight of City operations and support to the City Council.
• Monitor and analyze legislation and regulations affecting the City; represent City interests before legislative and rule-making bodies.
• Select, train, supervise, evaluate, and develop assigned staff.

• Interpret and apply federal, state, and local laws, regulations, and policies.
• Build consensus, negotiate solutions, and resolve complex issues with diverse stakeholders.
• Make effective public presentations and prepare clear, concise administrative and financial reports.
• Establish and maintain productive working relationships with elected officials, employees, residents, community groups, partner agencies, businesses, and other stakeholders.
Minimum Qualifications:
Education/Training:
Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, or a closely related field. A master’s degree in public administration, business administration, or a related field is highly desirable.
Experience:
Ten years of progressively responsible municipal government experience demonstrating broad knowledge of governmental functions, including at least five years of management and supervisory experience.
