General Summary
The Deputy Public Works Director provides executive-level leadership and strategic direction for the City’s Public Works Department. This position oversees multiple divisions including the City’s Capital Improvement Program (CIP) division, Traffic Engineering and Operations division, and the Transit division. This position directly supervises professional engineers, project managers and other professional staff. The Deputy Director is responsible for planning and delivering the City’s CIP, which includes transportation infrastructure and new municipal facilities including roadways, parks, fire and police stations and other ancillary facilities. The role ensures effective project execution, compliance, and alignment with City priorities.

Essential Duties & Responsibilities

Leadership & Staff Management: Supervise and mentor staff within the Public Works Department’s CIP, Traffic, and Transit divisions. Provide mentorship and guidance on priorities, performance, and professional development.
Capital Improvement Program (CIP): Lead and coordinate the planning, budgeting, and execution of a 10-year CIP plan for streets, traffic systems, transit facilities, parks, and various municipal buildings. Ensure compliance with procurement policies, engineering standards, and building codes. Provide oversight and problem solving skills to assist with other project managers. May provide direct project management of more complex CIP projects.
Traffic Engineering and Operations: Provide strategic oversight of traffic engineering and operations division, including traffic signal systems, roadway safety, and neighborhood traffic mitigation.
Transit Administration: Provide leadership and management to the transit services division, including budgeting, contracts, and grant compliance. Coordinate with regional transit agencies and ensure compliance with FTA and ADA requirements.
Assist in developing and managing operating and capital budgets for transportation and facility projects. Approve funding allocations and monitor expenditures within each division.
Represent Public Works in City Council meetings, public forums, and regional committees. Communicate effectively with elected officials, contractors, consultants, residents, and partner agencies.
Provide technical support and recommendations to City management, Directors and City staff related to areas involving CIP, Transportation, and Transit.
Participates in consultant or contractor qualifications-based selection; evaluate consultant proposals and negotiate scope and fees for public infrastructure projects within defined budget.
Prepares documents and correspondence for City Council and other groups; recommends updates to policies or procedures and assists with developing tools to drive efficiency.
Working knowledge of Arizona Revised Statutes and various delivery methods such as direct select, bidding, job order contracting (JOC), Construction Manager at Risk (CMAR), etc.
Awareness and knowledge of land acquisition rights.
Highly adept at design analysis and technical review.
Other duties as assigned.
Minimum and Preferred Entrance Qualifications
Education and Experience
Duties require broad knowledge in general professional or technical fields. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent. Typical degrees for this work include Civil Engineering, Construction Management, Public Administration, Urban Planning or related field.
8+ years of progressive experience in public works, capital project management, or other municipal related experience, including 4+ years in a supervisory role managing professional staff.
Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of City management.
PREFERRED QUALIFICATIONS
Strong knowledge of Capital Improvement Project delivery for transportation and vertical construction projects.
Experience with federal transit grants, ADA compliance, and regional transportation coordination.
Registration as a Professional Engineer in the State of Arizona
Experience in a municipal or government setting.

Operate office instruments and personal computers; in analyzing data, making difficult calculations, preparing complex reports, presentations and plans utilizing program applications appropriate to assigned duties.
Demonstrate interpersonal, organizational, analytical, strong negotiation and consensus building skills.
Make decisions regarding project priorities, cost alternatives and value added engineering.
Perform research, analyze findings, prepare and present reports to City management and various city departments.
Establish and maintain effective working relationships with City staff and the public
Other Job Requirements
Must possess and maintain a valid Arizona driver’s license or obtain one within thirty (30) days of hire, unless a qualifying military exception applies. Documentation for any military-related exception must be submitted to Human Resources.
Employment is contingent upon successful completion of a background check and drug screening in accordance with the City’s Drug and Alcohol Policy and applicable law.
