Job Summary:
The primary purpose of this position is to direct, plan, and manage the operations of the Department of Public Works including the Engineering, Operations, and Fleet Programs; to develop departmental budget; and to develop and oversee department programs.
As a municipal organization, Greenwood Village is a provider of emergency services. Some emergency situations, including weather-related emergencies, may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employees’ specific job function, but which will be within the physical capabilities, training, and skills of the employee.

Essential Mobility Functions:
The physical requirements of this position include frequently sitting at a computer for several hours; walking or standing for brief periods of time; talking to and hearing customers on the telephone and in person; using manual dexterity for utilizing office equipment; reaching with hands and arms; and stooping, bending, kneeling, crouching crawling, pushing/pulling; lifting and carrying objects up to 25 pounds.
Primary Duties/Responsibilities:
A. Management of the Department
• Assumes full management responsibility for all Public Works Department services and activities, including Engineering, Fleet, and Operations Services, recommends and administers policies and procedures.
• Manages the development and implementation of Public Works Department goals, objectives, policies, and priorities for each assigned service area.
• Establishes, within City policy, appropriate service, and staffing levels; monitors and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Oversees and participates in the development and administration of the Public Works Department budget; forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Explains, justifies, and defends Public Works Department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Represents the Public Works Department to other City departments, elected officials and outside agencies; coordinates Public Works Department activities with those of other departments and outside agencies and organizations.
• Provides staff assistance to the City Manager; participates on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
• Provides leadership during emergencies or disasters; ensures that staff is deployed; inspects public infrastructure; recommends appropriate actions.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
B. Administration of the Operation of the Department
• Plans, directs, and coordinates, through subordinate level managers, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implement changes.
• Selects, trains, motivates, and evaluates Public Works Department personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Coordinates and directs a variety of projects related to street repair, maintenance and replacement, and the repair and replacement of underground utilities.
• Directs the performance of the inspection of all capital construction in the public right-of-way and other City property to assure compliance with approved plans and specifications.
• Manages the City's annual Capital Improvement Program, including cost estimates, preliminary and final design, bidding, and construction.
• Holds staff meetings and regular sessions with each program manager to assure efficient operation of the department.
C. Represents the City/Public Works at Meetings
• Attends meetings with other City employees, the general public, contractors doing construction projects, representatives of Metro Districts, representatives of State, County, and Federal governments, members of the City Council, and the Mayor.
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering and public works.
D. Conducts Field Trips
• Performs field trips to observe conditions reported by the public and City Council.
• Investigates proposed construction projects and inspects construction projects in progress.
• Informs members of the City Council and general review of the infrastructure.
E. Miscellaneous
• Establishes and implements program service standards as part of the budget process.
• Performs related duties and responsibilities as required.

Education and Experience Requirements:
• Six years of increasingly responsible experience in public works, including three years of administrative and supervisory responsibility
• Education equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering, public administration, business administration or a related field or any combination of experience and training that would likely provide the required knowledge and abilities to qualify.
• Possession of, or ability to obtain, an appropriate, valid Colorado driver's license, in accordance with Colorado law, and a driving record satisfactory to obtain coverage by the City's insurance carrier.
Supervisory Responsibilities:
This position exercises direct supervision over management, supervisory, professional, technical, and clerical staff.
Working Conditions:
Work is performed in an office environment, sitting at a computer several hours a day. Will occasionally need to operate a motor vehicle to various locations for meetings and/or trainings. Should be able to coordinate a variety of activities and programs, and work effectively with City staff, vendors, artists, instructors, other public agencies, and the general public.
